Probably not very. Most of the state's population would survive in any realistic scenario, meaning they would either stay where are, assuming the state is still inhabitable, or would disperse to other states and cause an overall leftward shift as a tenth of the country's population spreads out into nearby states. This would likely result in Nevada and Arizona turning reliably blue, and could impact the northern midwest. Electoral college vote totals would have to be withdrawn to account for population shift, so wherever the bulk of the California diaspora winds up landing, they would largely take their electoral votes - and their Democrat leanings - with them.

Any earthquake that would wipe out the entire state and its population would be an extinction-level event (it would, by necessity, need to be precipitated by something like a comet strike) that would cause widespread death and destruction across the entire country and beyond, so the impact on the political system will really be the least of people's concerns at that point.
