If we had the medical technology to change DNA then we would also have the medical technology to make people stop thinking they are the opposite gender in the first place, thus making the question pointless.
Like it or not you don't change gender by cutting stuff off or adding stuff on. Your DNA will always be the same. You will always be a man or a woman, whichever you were born as, regardless of what you look like on the outside.
Trans people aren't changing gender and they were born trans. ---
