they could make a decent normal cheeseburger

They do. It's on the menu as "cheeseburger".

Had one the one time I went. It was cold and the patty was 2/3 the size of the bun. Thats not decent.

I'm going to chock up your story to being purely anecdotal and most likely wholly inaccurate since in the 30+ years eating at in-n-outs, I've never gotten a cold burger.

It's totally my singular anecdote. I make no claim to the contrary. Im told they have great customer service. It was the summer of 2008 and I was on a cross country road trip. We had stayed the previous night with my then-girlfriend and now wifes cousin and his wife in San Francisco. We were getting lunch before leaving to drive up through Oregon and stop in Seattle for our next two days. I pushed for In-N-Out because I had heard such high praise. We waited in line for half an hour and the burger was cold.

You must be a pretty swell person though to say Im lying over something as trivial as my experience at a fast food restaurant. Trust me, I wish this was an inaccurate retelling because it remains one of the most disappointing meals of my life.
