100% this. It's easily the best open world I've ever played. Even though it's tiny by open world standards, it had actually gameplay-minded design instead of worrying about feeling like a real base/city/world when real bases/cities/worlds just aren't built for gameplay. It had an open area for "hide in plain sight" gameplay, a claustrophobic area for "hide behind stuff" gameplay, a few areas in between, areas perfectly designed to require the player to carefully avoid enemies instead of just running around the area entirely, and all of it is accessible by any method you want-vehicle, helicopter, or on foot. Enemies had meaningful patrol routes that took them all over the camp doing stuff that made sense in-universe but also required the player to be aware of their surroundings. It had tons of dialog conversations between NPCs, it had tons of collectables, it had areas of interest other than the objectives (ammo dumps, weapon drops, etc), it was a 10/10 world.

The only problem is that they tried to stuff in gameplay designed for the desolate empty wide open world of TPP so you get seen from way too far away and you pretty much can't use the sniper rifle and stay undetected, etc.
