Colloquially, it's pretty clear the distinction has to do the legal classification of the substances, rather than a technical, operational definition usage of the words. The current cultural utility of alcohol also makes it more useful to keep it in a category of its own. It's widespread and viewed as more acceptable, culturally speaking, relative to the counter part "drug" (referring to recreational drugs and not pharmaceuticals).

Calling alcohol a drug is technically right, but it pretty intuitively violates the spirit of social expectations with regards to communication.
