I really don't think MGSV's failed story is entirely Kojima's fault. I blame a lot of it on the 'fans' of MGS who complained about too many cutscenes and boring codec calls etc., so Kojima said "fuck it, no codec calls. Only cassette tapes."

But then the production kept hitting snags and only 2 of the regions were ever completed, then Kojima basically got forced out of Konami and couldn't finish the game--so at least one act, maybe even more, got removed from the game--all the content planned as "Side Missions" seems to have become the majority of "Main Missions" in the story (with vague bullshit tacked onto the beginning of each mission trying to explain how these side missions were actually super important because some dude has some information needed to find Cipher or whatever, even though these characters have no name and no dialogue)

I feel like the game we would've gotten if Kojima had been able to finish it entirely would've been a lot more cinematic and satisfying, with a lot more emphasis on characters and their interactions. For just an example of the kind of stuff MGSV needed more of (cinematic gameplay moments and actual storytelling) watch this (spoiler-filled) cutscene from the deleted "Act 3/Episode 51"
