Its Shera doing a final check on everything. If Cid cancels the launch, he loses his dream. But if he doesnt cancel, Shera will die. He cancels the launch.
It isnt until years later when we are in real time that its discovered that what she was checking is actually faulty.

Vincent loved Lucrecia. Hojo abducts Vincent, does experiments on him and locks him in a coffin. During that time, Hojo impregnates Lucrecia, injects who womb with Jenovas cells, and Sephiroth is born.
Dirge of cerebus showed lucrecia being with hojo before vincent got put in thee coffin iirc. I remember a scene where he was objecting something and she basically told him its my kid fuck off. Then shortly after hojo shot him. ---
