Kind of like how you can say "bitch", but you can't say the c-word(Calling someone a bitch id still flaming, however). The m-word in this case isn't considered as offensive, likely because it's not intended to be nor is it used insultingly nearly as much as the r-word. How often a word is used as an insult had a factor be cause you get a warning even if you mention the word "autism" without the slightest bit of malice, because childish people over use it as an insult. As for what constitutes a word being 'more offensive'.... Well hell if I know.
