Why exactly?

Because even if we allow that killing the fetus is murder (which is debatable in and of itself), abortion and the killing of the fetus are two independent acts. Abortion is the act of terminating the pregnancy by removing the fetus. That, in and of itself, does not include killing the fetus. The killing of the fetus is simply a method by which abortion can be completed, and is arguably the most humane method available to us at the moment. And since abortion must be permissible in order for us to be morally consistent, it makes sense to choose the most humane course of action.

This ignores all the practical reasons to allow abortion, of course.
