That took her down the conqueror path and definitely feeds into her current rampage. But she definitely learned about justice and consequences at several points. So her actions here are nothing like the "I'M THA QUEEN RAHHH" of the earlier seasons. She listened to her advisers, weighed the costs and benefits, and made her decision very consciously. It's not like she kept her plans a secret either. Which is kind of how I want the next episode to start.
