Really the argument should be that that was one of the first times she saw punishment meted out and set the tone for what was a just punishment whereas most people would see it as cruel and unusual. Kinda similar to how Joffrey got away with awful punishments because nobody stopped him, Dany had a difficult scale of acceptable punishment ingrained into her at a young age.
