It's because this style of "debate" has only been normalized and became mainstream recently so people still struggle with how to respond against it. I mean shit, Trump won an election using that method and the entire Conservative movement just recently embraced it.

But the fact remains that the best thing you can do to immediately shut it down is what this guy did to Benny here, don't let him reframe the question and stick to your initial position. Ignore the whataboutism and attempts to change the question, and they'll eventually get exposed as being the emperor who is wearing no clothes.
