Tyrion's memories of Cersei involve a woman who loves her children beyond everything. He IS wrong because she isn't that anymore. She doesn't have anything left except for power. I don't disagree with the dichotomy between children and power/control... but I don't think it's as intentional on her part as your arguments are seemingly portraying it.
