Frankly, it's far beyond even what you'd expect based on CBX specifically being sculpted as a 128-entrant bracket and naturally not holding up so well with a contraction. Just for the heck of it, highly notable snubs that would have resulted (especially notable ones in bold): Knuckles, DK, Chun-Li, KOS-MOS, Red, Charizard, Mewtwo, Fox, Ness, Vincent, Aerith, L-Block, Simon, Pac-Man, Sub-Zero, Ridley (the biggest one, if you get what I mean), and Gordon --- Hail the reigning Guru champ, Advokaiser!
