Infants/toddlers have a much harder time popping their ears during ascent/descent. So if they are crying at that point it is because they are literally in pain. My daughter has done about a half dozen 4.5 hour flights. Only time she has cried is during take-off and landing for that exact reason and even then it isn't all the time. She'll go on her first trans-pacific flight in June but she'll be 3 by then so hopefully it goes ok.
