Except they were covered.

With a regulation cover?

The referee was enforcing an existing rule that the COACH should have enforced long before that incident. The wrestler is supposed to wear a hair cover if it is too long.

Taken from the NFHS website:
SITUATION 17: Does braided hair that is non-abrasive need to be contained in a legal hair cover? RULING: If the hair in its natural state is longer than allowed by rule, then it must be contained in a legal hair cover. (4-2-1)

In order to wrestle the kid had to either wear a cover, or cut the hair to a legal length.

Except they were covered.

Except his cap wasnt attached to the headgear, as per the rules.

Except the referee ignored this rule. If it had been an issue, it would have been addressed during inspection.

Inspection happens before the actual match.

The refs would inspect EACH wrestler prior to the match and do general health inspections at weight ins. Like, look at skin conditions if they noticed a rash or something. Then they check nails, facial hair and hair to make sure you either are at proper length or have the regulation cap.

It's not their job to tell a kid he needs the proper cap for his hair. That's the COACHES job to make sure his wrestlers are up to rules and code.

If the wrestler didnt have the proper cap, the rules were enforced fairly.
