So a good course of action to take would be to remove all cookies relating to both sites, double check that they really were deleted, login to the forums, visit sadpanda. If this still doesn't work, read up on how browser cookies work for your browser. Double check the manual for your browser to make sure you (our your browser) are managing them correctly. The two requirements I mentioned above are the only ones you need to meet to enter the site. Everything else is a lie. You don't need to post on the forums or level up and you absolutely don't need an extension (which, from my experience, just makes things harder, but it might not hurt to try if you become desperate). I've been using this site almost since it started and I'm incredibly familiar with the process for getting in. I've even made accounts and demonstrated how to enter for other people.

And if you're really desperate, donating $20 to the parent site will combine sadpanda's exclusive content into the parent site, thus eliminating the need to get into sadpanda. The reason it does this is because the $20 donation removes ads and ads are the reason for sadpanda's existence as a separate site.
