Yeah, unfortunately we dont have enough from the article to know the answer to those questions. Personally, I think they probably are a bunch of asshole racists. They made this customer jump through hoops with providing two ID and fingerprints, then still called the police on him. That really pisses me off and I agree with the guy when he responded:

"I want an apology, a sincere apology, mainly from the person who called the cops on me."
