Given the mental illness aspect, yes, it's quite possible that it's a condition that one can be born with that then manifests its self in ways both benign and explosive.

Regardless of whether or not it is though, there's very little that's been done to help treat such people due to a lack of willing test subjects (and understandably so). As long as society thinks a lynch mob is the only "cure" for these malformed of mind, there will never be a proper way of dealing with their condition.

Now stringing up actual child molesters/rapists for their crimes is one thing, but those pedophiles who have harmed nobody, don't *want* to harm anybody, and simply want to go back to living normal lives should have the option of being helped.
