No, I think it's more likely born out of a lack of sexual opportunity elsewhere and/or being abused themselves in the past.

But it is strange to think that teens who date each other are really just pedophiles who fly under the radar. Perhaps we should put together a database of underage people who've dated other underage people and flag them as likely pedophiles.
