Being stalked by SA-X was the only new aspect about Fusion I liked, so I'll give you the improvement on horror, but that wasn't enough to redeem the whole thing.

As for "plot, a sense of direction, character development"... certain aspects about Fusion is how we ended up with Other M, more specifically Samus' obsession over Adam, babies, and why the handholding got ramped into overdrive. While it's not Fusion's fault that Nintendo took something with potential and shit the bed so hard it got on the ceiling, it does get all-due credit for being the Metroid that put ideas into their head that frankly the series never really needed.

I prefer Samus being a stoic, if one-dimensional, badass to the ovary-less little bitch they tried to turn her into, and a deep over-arching plotline wasn't a huge selling point to me (not even with Prime's attempts).
