Pastors have a habit of being concerned about the 'unsaved' who have committed to membership but wish to believe. Admittedly, they sometimes (for many, often, admittedly) use the verses about 'believing or else' as a scare-them-straight tactic into being saved. What's interesting is that this is even done in churches in which double predestination is taught (the belief that God chose his elect in his advance, and we have no ability to accept or reject his offer, even if it appears that we do).

it's hard to appeal to non-Christians by telling them they are already condemned for not believing. Might as well gloss over the bad parts to get them tithes.
