The vendor is the one who lost money on this not the bank, and more than likely they have some sort of insurance that will cover the losses. Insurance don't like given money out for free, they typically sue whoever they think made them give out the money, in order to get it back. Yeah, watch the bank's insurance company sue everyone that withdrew money.
