Unfortunately I can't actually answer your question, having not read the Railgun manga. Even looking up what arcs it likely covers I'm not 100% sure, as it appears to happen concurrently with some important stuff from the Index side. For the Accelerator anime, my guess would be that you'd almost definitely have to watch at least one particular arc of the Index anime to understand what was going on, assuming they don't also just put it at the beginning of the Accelerator anime despite the manga evidently starting afterwards. --- Congratulations to BK_Sheikah00, this year's guru to achieve contest enlightenment! ...
