It doesn't say anything, they're not in the pokedex at all. They don't even have a number displayed on their summary screen. Makes it kinda hard to remember national dex numbers for Alolan pokemon, since you only see them in Bank.

Also, other than gen 5 and gen 7, you've always been able to get every pokemon with just trading. Gen 2 could trade with gen 1 games. Gen 3 had FR/LG for all kanto pokemon and a bunch of Johto Pokemon, and Colosseum and XD had the rest of Johto Pokemon (besides Smeargle, who showed up in emerald). Between D/P and HG/SS, you had all pokemon from the first three gens. Between X/Y and OR/AS, you had every single pokemon available to catch.

5th gen was almost complete too, it was mostly just missing legendaries and starters from previous gens. Other than that, there were like 4 evolution lines missing.

Gen 7 is the first time when it's truly lacking, but we still have Pokebank and the GTS
