No it's not. Voting is mindless and takes no real effort. The people that get said issues into the system to be voted on? They actually do something. You only care once every x number of years and convince yourself you "did something".
And he's still at least participating in the process. Which is much more than can be said about those that can only shriek their opinions into the air while doing absolutely nothing at all to enact the change that they're whining about.
It is entirely possible to enact change without actually voting. All you need are followers. Take celebrities for example.
