With the Reach on his side he was already withholding supply to the city, fueling resentment among the smallfolk against the ruling Lannisters, and he was also giving the Starks and Lannisters time to burn each other out in the Riverlands. Maybe I'm being colored by the book - though this was back when there was very little difference between the two - but I don't remember any indication of that. Pretty much everyone, Renly included, knew that King's Landing was basically defenseless against his army.
