Depends on the location. I've seen some places with really nice bike lanes and there's still enough lanes to keep traffic free flowing. Of course there's also places where it is not realistic to lose a lane for a bike lane. I think my city voted on such recently. It made more sense to put it on the major street but at the same time it wasn't going to be realistic given the potential traffic either.

Usually traffic is congested on those streets for the wrong reasons. Highway 19 was 3 lanes in both directions in the Temple City area and it was reduced to 2 lanes with a bike lane and dedicated parking cutouts. Before traffic used to be a beast but now a lot of traffic has diverted off of it onto other streets and the occasional person uses their bicycle instead. Its all about balancing where that traffic goes.
