Because of a loophole that presidents decided to exercise, most likely under the fear of terroristic attacks in reprisal. So you're saying moving the embassy to Jerusalem upset a lot of people that wouldn't have been mad if the embassy location didn't change? The embassy upset Muslims in Palestine? Sure.
