As multiple people have pointed out, you can read the tweets by logging out. Not to mention the government aren't the ones who decide how a Twitter block does or doesn't work, so Twitter would be the ones denying them access - and I believe the first amendment has been ruled, multiple times, to not cover private entities in the first place.

The constitution and other laws still apply to Trump when he's using non-government platforms. This isn't a question about whether Twitter has the right to include a blocking function.

The laws against personal enrichment via public office, for example, don't forbid COMPANIES from doing things with people in public office. It forbids the public officials. I could make a company whose sole purpose is to solicit endorsements from public officials for products, and that wouldn't be illegal.
