When you work in certain industries you become a mandated reporter and are required to report this. Basically once he or someone else reports this those who kept their mouth shut will have a CANTS record and possible criminal record. He needs to call the intake number above get the process started and if it is found that allegations are credible some of the workers will be an Indicated Perpetrator on CANTS.
