Topic	Did they ever explain what that transformation even was in the Cell saga?

Gohan's hidden potential was then made into what people typically call "Mystic Gohan". So basically the same thing as regular super saiyan with goku back in the freeza saga, stated that it's a legend only one can achieve and been thousands of years, but then later became like, every saiyan's birth right.
