As long as the public is aware I don't think measures like this will pass. What is needed though is tech companies to pull together and recognize how legislation like this is not only a threat to user privacy but their dominance and perceived quality in the market by consumers/end users. I feel like the response was pretty slow in this case but it's nice to see it gathering steam finally. I mean, so far they've been getting a little better with this stuff but have slipped up on occasion. The problem is when they slip up privacy implications tend to compound quickly and irreversibly.
