She was the massage woman of the mayor and our logic was that she was killing people in the city in order to make the mayor less stressed so that she would have to massage him more and make more money. What is pretty funny is she actually plays a integral part in the story later on which we were not expecting. IIRC she was irrelevant for the first episode. I dont think you even see her, I think she is just mentioned. Crane isn't the mayor btw.
