The thing is, that "stupidity" is usually more carelessness/apathy than actual stupidity. Everyone knows you're supposed to drive on the right side of the road. Knowing that doesn't stop people from driving on the wrong side of the road if they feel entitled to take that risk. Retesting would only catch genuine incompetence, not people who competently choose to ignore the rules when nobody important is watching.

That said, there is a lot of merit in the idea of requiring mandatory retesting after, say, age 60. That's a specific subset of bad drivers, though.

There is definitely quite a bit of genuine stupidity on the roads. It's probably mostly apathy but there are a ton of drivers who really dont know a lot of basic rules
