Perhaps you don't know what the word negligent means. Perhaps the OP didn't say negligent. The overwhelming majority of accidents are cause by negligence though. Anyway, I dont think they should be arrested but they should definitely lose their license for a while or at least receive a massive fine from the level of stupidity ive seen on the road, im in favor of 5 year drivers licenses that require you to retest in order to renew One of the problems is that driving tests are way too easy to pass.
