You can probably play Witcher 3 on it's own as not a whole lot carries over from the second, especially if you choose a certain path. There is a decision about 25% of the way through the second game that drastically alters the storyline and one of the paths is basically completely ignored in the third game. I would still recommend playing the second even though it's a bit dated. Definitely play 3 though, it's incredible even as a standalone title.

You don't need to play the original at all and it's basically impossible anyway. Not only is it terribly dated but it's only available on PC. The Witcher 2 starts with Geralt getting amnesia basically as a way to introduce new players into the story.

I would however recommend reading the books before playing. Not only are they terrific, but a lot of references in game will go over your head without them.
