Well, don't The Last of Us, or other apocalyptic medias teach you differently as generally, in times of crises, people cling together like glue. You walk down a battered road, if someone is already there, you'll gravitate to each other to move together. Every restaurant who can't continue to function thanks to the loss of power will be cooking and giving away their food. There's a mutual understanding that you can't do this alone, you have to work together to survive. Looting only benefits the looter, and sights of one will cause someone to worry in fear of them being the less target, you don't need that stress after worrying about what remains of your house after the hurricane.

And yes, I was hit by Irma and Maria last year if this helps strengthen my word.

Still not seeing it bro. I don't see how me snagging some clothes or people grabbing cigarettes will make anyone scared, there's no reason to assume the means I'm going to start robbing people. Plus you can be generous and help others while looting too. See you seem to be pointing to a bunch of things that don't actually have anything to do with looting itself and why looting in a vacuum is wrong.
