Why do Democrats have such a hard on for criminals?

Why do Republicans have such a hard-on for punishment?

California has taken a few missteps on criminal justice reform, but this isn't one of them. We need to stop incarcerating non-violent, low-risk, non-convicted defendants and we need to stop ruining the lives of people who commit victimless "crimes." SB10 accomplishes the former.

Didn't California make plastic straws punishable? Is that a victimless crime?

I'm not defending the plastic straw ban. I'm talking about criminal justice reform and laws of real consequence.
