He admits that they should invoke the 25th amendment early on but that it would be hard and yucky and cause a constitutional crisis (Which is kind of the point if you are considering the 25th amendment). So instead we are going to undermine him on...things. So he and his resistance members know what the right thing to do is but dont. And he likes a lot of the policies Trump is doing.
