Well i'd imagine he's young, likely in 5th grade or elementary school. We all did dumb stuff when we were kids. He probably had a little crush on the girl and wanted to give her something nice, not knowing the actual value of the ring.

Nah he has a military dad and my sister. They're not the best parents, nor are they really good parents, but they don't do shit like this.
