Homogeny slows progress and plants the seeds that create obstacles when diversity happens.

The bolded passages on the first page are not knocks on diversity. A lot of it is actually a knock on people feeling disconnected from people they view as different. The trust issues and lack of communal harmony is a knock on discrimination. The lesson is to welcome people of different backgrounds. Some of the other issues like lack of voting are almost certainly correlation. Possibly stemming from the stated mistrust and possibly other factors related to communities that tend to be diverse.

Diversity is inherently good as long as all sides welcome and learn from each other. All cultures have good and bad attributes. Learning from each other makes everybody better. Diversity also allows art, food, architecture, etc. to bloom.

You could argue that my stance sounds nice but people are just too racist, xenophobic, stubborn, and stupid for it to work in practice. But the lesson should be to not be afraid of and welcome each other, not segregate.
