Anyways I don't know really what you should do about your brother but maybe you can find some kind of recreational activity besides basketball that you both enjoy? You might be right about wanting to give him time instead of having him forced into some useless college program. I think just getting him used to the idea of wanting to get out of the house is a good start, that might change his desires naturally and it won't feel like you're trying to dictate his lifestyle.

Of course I know that's probably hard since you don't live near him.
