Everybody wants to flush the current members of Congress (ALL of them) out and put in new folks who aren't part of the corruption, but the chances of that are low with the dumb recurring incumbents winning the vast majority of time. Of the ways to fix that is to require Non-Consecutive Terms for all Congress Folks in both houses. Ergo, they can't have terms back to back and require time off in between seats of power. That's one way to limit/hinder corruption.
