This is what I dont get why do school treat dress code like a sacred rule? If someone break dress why the harsh consequences?

If someone bullies and even gets into fight, the worse that could happen is detention. The police for sure wont get involved.

It makes no sense that trouble maker are treated like no big deal, while the dress code like a sacred rule which can forbid the student from coming to school or in this case call the police.
