Probably due to disparities in what people define as broken. Also disparities in where the problem is in something that is actually broken. The debate on police shooting blacks is a prime example. Liberals tend to think that the police are racist and are shooting blacks for no reason or that they could put more effort into non-lethal means of getting people to be compliant, even if it means increased risk for the officer. Conservatives tend to think that blacks get shot because there are numerous statistics indicating they are much more likely on an individual basis to do things like shoot at police and that black culture glorifies exactly that. They also tend to think that an officer shouldn't have to unreasonably risk catching a bullet to the face just to rein in some criminal. Why can't they just accept defeat instead of pulling some bullshit statement? The same can easily be said of liberals though.
