From what I understand and can remember, the guy who did that had Down's Syndrome. His parents were there with him but didn't accompany him to the bathroom for whatever reason.

Yuck.

I remember in high school there was this one kid with special needs that would sometimes wipe his ass with the door to a bathroom stall open and he would sometimes venture out of the stall and wipe himself while me and and everyone else who encountered him would go about our business in the bathroom.
