Scum has to worry about if they were blocked by something, a doctor saved him, or etc. You don't offer up that information. Basically, if he is town, he basically just told scum to ignore him and not waste a bullet there and let them not worry about being blocked. Now, if red had claimed Bulletproof then came out today and said he was not BP but was another power, I would have believed him more (because that makes more sense to get an action off).
