It is kind of high honestly, but there are a few things to consider that make it a bit understandable.

1. They built an entirely new engine just to make this game.
2. They have a decent amount of voice acting (VAs are the most expensive part of any game that uses them) especially if you want quality voice acting.
3. The game is pretty well polished with very few bugs. A lot must have been spent on QA.

1. ...Unreal Engine 4 is a premade engine they paid money to use.

2. While it was a decent amount, they did skimp quite a bit during story scenes. I was rather surprised by how much major dialogue they didn't dub.

3. Bugs are much easier to avoid with a premade engine, and turn based battle in general.

Not saying that it wasn't worth full price, just that your reasoning is off.
