What you use to get pull units is also what you use for other stuff like repairs and battle maintenance. To elaborate: You put X amount of manpower/ammo/rations/parts into a summon, and you get a unit. Spending more resources doesn't always mean a better summon, also. Certain combinations have better chances of getting certain classes, so if you want a particular unit, then you should use this site https://en.gfwiki.com/wiki/T-Doll_Production It shows how much of each resources you need to spend to get the chance (emphasis on chance) to get a certain unit.
